The Federal Government plans to allocate N8.52 trillion (including government enterprises) for personnel and pension costs for federal workers in 2025, according to an analysis of the 2025 Appropriation Bill. This represents an increase of N3.17 trillion, or 59.16%, from the N5.35 trillion allocated in 2024.
The document also revealed that government spending on salaries alone will reach N7.54 trillion, up by N2.75 trillion from the N4.79 trillion spent on federal workers’ salaries in 2024. Together, the personnel and pension costs of N8.52 trillion and the debt service cost of N16.33 trillion will account for a combined total of N24.85 trillion, which constitutes 53.98% of the total N46.02 trillion 2025 budget.
Notably, the government will spend more on debt servicing than on salaries and pensions for its workers. President Bola Tinubu presented the budget, titled “Budget of Restoration: Securing Peace, Rebuilding Prosperity,” to a joint session of the National Assembly on Wednesday.
The N49.70 trillion budget prioritizes defense, infrastructure, and human capital development, with a projected deficit of N13.39 trillion, to be financed through borrowing.
In his address to the National Assembly, President Tinubu emphasized his administration’s commitment to strengthening national security and revitalizing the country’s infrastructure.
