Rivers State Administrator Appoints Ibibia Worika as New Secretary to the State Government

The Sole Administrator of Rivers State, Vice Admiral Ibok-Ete Ibas (rtd), has announced the appointment of Prof. Ibibia Worika, a distinguished legal expert and seasoned administrator, as the new Secretary to the State Government (SSG). This appointment, which takes immediate effect, follows a rigorous selection process that highlighted Worika’s exceptional academic credentials, extensive experience, and expertise in policy matters.

In a related move, the administrator also appointed Iyingi Brown as the Permanent Secretary for Welfare in the Office of the Head of Service. Brown is set to act as the Head of Service until a permanent appointment is made, following the resignation of the substantive Head of Service, George Nwaeke.

A statement issued by the administration expressed appreciation for Nwaeke’s contributions during his tenure and wished him success in his future endeavors. At the same time, it extended congratulations to Brown, reinforcing the Sole Administrator’s commitment to maintaining peace and stability in Rivers State.

Highlighting the significance of Worika’s appointment, the Sole Administrator emphasized his belief in the power of human capital to drive the state’s growth. Worika’s extensive experience in legal scholarship, public policy, and governance is seen as a crucial asset in advancing the state’s objectives under the mandate set by President Bola Tinubu.

A globally recognized scholar and legal expert, Worika brings a wealth of experience to the role. He holds a Ph.D. in International Environmental and Comparative Petroleum Law & Policy from the University of Dundee, United Kingdom. As the Director of the Centre for Advanced Law Research at Rivers State University, he has contributed significantly to legal education and institutional collaborations.

Beyond academia, Worika has held notable international roles, including serving as Senior Legal Adviser at the Commonwealth Secretariat in London, where he provided strategic counsel on energy policy and regulatory frameworks. He also served as the General Legal Counsel for the Organization of the Petroleum Exporting Countries (OPEC) in Vienna, further cementing his reputation as an expert in international law, energy diplomacy, and resource management.

Worika’s work with various governments, including Namibia, Malawi, and Guyana, in drafting legislation and shaping legal frameworks for sustainable development has earned him several accolades, including the OPEC Secretariat Award for Distinguished Service. His honorary title from the Ogu Council of Chiefs in Rivers State is a testament to his significant contributions to public administration and governance.

The Sole Administrator’s statement underscored the strategic importance of Worika’s appointment in advancing the state’s development agenda, ensuring a commitment to excellence in public service, and fostering the peace and security that Rivers State requires for sustainable growth.
