USAID places 1,600 employees on administrative leave

The United States Agency for International Development (USAID) has placed approximately 1,600 employees worldwide on administrative leave. This move was announced in a statement titled “Notification of Administrative Leave” on the agency’s website.

According to the statement, as of 11:59 p.m. EST on Sunday, February 23, 2025, all USAID direct hire personnel—except for those designated for mission-critical functions, core leadership, or specially designated programs—will be placed on administrative leave globally.

Additionally, USAID has started implementing a Reduction-in-Force (RIF) that will affect around 1,600 employees based in the United States. Affected staff members were directly notified of the changes, including information on their employment status, benefits, and available options moving forward.

The agency clarified that those impacted by the RIF would receive specific instructions on February 23, 2025, detailing their rights and benefits.

Despite the sweeping changes, a select group of essential personnel has been designated to continue operations, with leadership ensuring they remain in their roles.

The effects of these changes were felt most acutely by USAID’s overseas personnel, though the agency has pledged to prioritize their safety. To assist those stationed abroad, USAID also introduced a voluntary, agency-funded return travel program to facilitate their transition back home.
